NCC Plans Satellite-to-Phone Technology to Connect 23.3 Million Nigerians Without Mobile Coverage

The Nigerian Communications Commission has announced plans to deploy satellite-to-phone technology to expand mobile network access to an estimated 23.3 million Nigerians who currently remain outside the reach of traditional terrestrial networks.

The move is part of the commissionโ€™s broader strategy to close Nigeriaโ€™s digital connectivity gap, especially in rural, remote, and hard-to-reach communities where building conventional base stations is either too costly or geographically challenging.

According to the NCC, the initiative will leverage satellite technology that allows regular smartphones to connect directly to satellites for voice calls, text messages, and data services, without the need for nearby cell towers. This approach, known as satellite-to-phone or direct-to-device connectivity, is increasingly being explored globally as a solution to last-mile connectivity challenges.

How Satellite-to-Phone Technology Works

Satellite-to-phone connectivity enables mobile devices to communicate directly with low-Earth orbit satellites instead of relying solely on ground-based infrastructure. With this technology, users in areas without mobile towers can still send messages, make emergency calls, and access basic data services, provided their phones are compatible and the service is enabled by network operators.

The NCC explained that the technology is not intended to replace existing mobile networks in urban areas but to complement them by filling coverage gaps. Communities affected include riverine areas, mountainous regions, border settlements, and sparsely populated rural locations that have long struggled with poor or nonexistent network access.

Industry analysts note that direct-to-device satellite services could significantly improve emergency communication, financial inclusion, access to digital education, and telemedicine in underserved regions.

Nigeriaโ€™s telecom regulator has repeatedly highlighted the importance of achieving universal service coverage as part of the countryโ€™s digital economy agenda. While mobile penetration has grown steadily over the years, millions of Nigerians still lack reliable access to voice and data services due to infrastructure limitations.

By adopting satellite-based solutions, the NCC believes operators can overcome long-standing barriers such as difficult terrain, insecurity, and high deployment costs. The commission is expected to work closely with licensed operators, satellite service providers, and other stakeholders to establish regulatory frameworks and pilot deployments.

Although timelines and specific partners were not disclosed, the NCC said the plan aligns with global trends where regulators are increasingly approving direct-to-cell satellite services to support national connectivity goals.

The announcement has sparked conversations across social media, with many Nigerians welcoming the move as overdue, particularly for rural dwellers who often travel long distances just to find network signal.

However, some users expressed cautious optimism, urging the NCC to ensure affordability and transparency in implementation. Others questioned whether the service would be limited to emergency use or extended to everyday voice and data services.

Telecom experts have also advised that device compatibility, spectrum coordination, and consumer pricing will play a major role in determining how successful the initiative becomes once rolled out.

As Nigeria continues to pursue inclusive digital access, the NCCโ€™s satellite-to-phone plan signals a shift toward innovative solutions aimed at ensuring that connectivity is no longer limited by geography.
