The Nigeria Civil Aviation Authority (NCAA) has issued a firm directive to all domestic airlines operating in the country, giving them a seven-day ultimatum to comply with accessibility regulations on ticket reservation platforms. The move is aimed at improving inclusive air travel and ensuring passengers with disabilities or reduced mobility can easily request assistance at the point of booking.
The directive was announced in an official statement signed by Michael Achimugu, Director of Public Affairs and Consumer Protection, on behalf of the Director-General of Civil Aviation. According to the NCAA, airlines are now required to integrate a mandatory special needs or assistance request feature into their online and offline ticketing systems.
This requirement is not entirely new. The Authority referenced an earlier correspondence dated April 13, 2022, which instructed airlines to conspicuously place a designated field, box, or column on their booking platforms. The purpose is to allow passengers to notify airlines of any special needs before completing ticket purchases, rather than after flights have been booked.

The NCAA further emphasized that the directive is fully backed by the Nigeria Civil Aviation Regulations (Nig. CARs) 2023, Part 19.12.3.1. Under these regulations, airlines, travel agents, and tour operators are mandated to provide travellers with the opportunity to request assistance across all ticket sales channels, including online platforms and telephone reservations.
In addition, airlines are required to actively enquire whether any passenger within a booking party may need assistance at the airport or during flight operations. This obligation applies not only to persons with disabilities but also to elderly passengers, passengers with temporary mobility challenges, and anyone requiring special support.
The Authority made it clear that compliance is non-negotiable. Airlines that fail to implement the required changes within seven days of receiving the directive may face regulatory enforcement actions, in line with applicable aviation laws and regulations.
By enforcing this policy, the NCAA says it is reaffirming its commitment to safe, accessible, and inclusive air travel in Nigeria. The initiative aligns with global aviation standards and international best practices that prioritize passenger dignity, safety, and equal access to services.
For passengers, the directive represents a significant step forward. It ensures that special assistance requests are addressed early, reducing last-minute complications and improving overall travel experience.
For airlines, it is a reminder that accessibility is not optional, but a core responsibility within modern aviation operations.
